The Municipal Register of Inhabitants, or Padrón, is an official record that provides proof of the residency and address of all the municipal residents for all administrative effects. Every single person living in Spain must be registered at their municipality's own record. Anyone who may live regularly in two different municipalities, will only have to be registered in the one they spend the most time throughout the year.

When a change of address may occur in the municipality of Alcobendas, the applicant must request the update of the information in the Municipal Register.

Minors’s representation:

  • They will have the same residency and address as their parents who hold their care and custody or other legal representatives, unless there was a written authorization from these allowing the minor’s residency to be a different address or municipality.
  • The final residency decision can only be modified if both parents give their consent or under court ruling.
  • A written authorization will be required to both parents or legal representatives. It will also be necessary to provide their official identity documents.

Public documentation must be translated to Spanish. All documents issued by foreign authorities (with the exception of other European Union’s members), must be apostilled (once the document’s authenticity has been proved) and translated so that they can have proper legal effect in Spain.

When it comes to newborns, the registration will be processed directly by the City councill with the information previously provided by the Civil Register. The newborn will be registered under the same address and municipality where both or one of its parents are, giving nonetheless in this second case, preference the mother’s address and municipality where she is listed. It is also possible to register newborns through an application requested by the parents who have their care and custody, or alternatively by their legal representatives.

To carry out the registration process on behalf of another person, it is necessary to present an authorization signed by the interested party autorización. 

 

Required documentation 

  1. Municipal Registration form signed by all adult individuals applying.
  2. Personal Documents:

  • Spanish citizens: DNI (compulsory for anyone over 14 years old). For Spanish citizens coming from abroad without a national DNI, a Passport will be accepted right until they obtain the DNI, within a minimum period of 6 months.

  • Foreign citizens (adults, minors born abroad and minors born in Spain)

    • European Union, Iceland, Liechtenstein, Norway and Switzerland citizens:
      Certificate issued by the European Union’s Citizenship Register, in which the foreign identity number (NIE) is provided along with an accreditation document issued by the national authorities.

    • Remaining citizens: Foreign Identity Card issued by Spanish authorities where the NIE is provided, or alternatively, a Passport issued by the national foreign authorities. 

      • Minor foreign citizens born outside of Spain:

        •  Passport or Resident card along with the Born Certificate issued by their country of origin.

      • Minor foreign citizens born in Spain:

        • Family record book (Libro de Familia) or Birth Certificate (minors under 14 years old). Minors from 14 to 18 years old Passport or Residency Card along with the Family record book or Birth Certificate.

All foreign citizens whose identity document does not include a signature must provide their passport if they do not appear in person.

A written authorization by both parents or legal representatives will be required besides their IDs

Non-emancipated minors:

  • Family record book (Libro de Familia) or Birth Certificate

  • Municipal Registration with only one parent:

    • If there is a court ruling regarding the care and custody

      • The other parent's consent or legal authorization, pursuant to article 154 of the Civil Code, in order to effectively change the residency or address.

      • Exceptionally, in concrete cases, a liable declaration justifying the impossibility of obtaining the other parent's signature, according to the City council's templates.

    • In the cases in which the care and custody is shared and the court ruling does not specify the place of registration, it will be necessary to provide an agreement between both parents or a court ruling specifically about the municipal registration.

 

PEOPLE WITH DISABILITIES FOR THE EXERCISE OF THEIR LEGAL CAPACITY: Authorization or court ruling that proves the representation.

Domicile's proving documentation:

  • Original property ownership document (Deed, or record from the official date base)

  • Original valid rental contract along with the most recent pay receipt (dated no two months prior to the date of registration)

  • Original utility bill issued by a telephone, water, electricity or gas provider, where the supply address appears (dated no two months prior to the date of registration)

In the case of an Authorization of a registered or non-registered person: a document that proves the property of the house under its name, along with a copy of the ID from the person authorizing.
In case the house is under the name of a legal entity (Company, Society, etc) documentation and an authorization in the name of the company must be provided, along with the company's stamp, the attorney-in-fact's signature, the deed of power of the attorney, etc.

 

IT IS COMPULSORY TO SUBMIT THE ORIGINAL DOCUMENTATION

Documents issued by foreign authorities must be translated to Spanish, apostillated or legalized to have effective effect in Spain.

To carry out the registration process on behalf of another person, it is necessary to present an authorization signed by the interested party autorización.

Deadlines: Once the Municipal Registration application has been done, the deadline for resolution is three months.

  • Traffic Department (Jefatura de Tráfico), in order to update the change of address in the Driving License and Circulating License.
  • Police Station, regarding the DNI.
  • Healthcare Centre, regarding the adjudication of a doctor.
  • Tax Agency (Hacienda), in order to update the change of the fiscal address.
